Via Torpedoman John Fordyce:

As to 37's with red/orange. After all these years it is sometimes hard to remember small things like that, but from an old TM I can tell you that all 37's exercises had some degree of color somewhere on them. Most coming from the shop on the tender only had a red head. When we went down south and got our torps from Gitmo they were all red as in the picture. Definitely remember getting all red/orange ones from New London sub base torp shop also. Back in the day they sure didn't want to lose one because they were a very advanced weapon and there were always those Russky trawlers hanging around. I remember we lost one of New London's once and they had planes, Cubera, torpedo retrievers, destroyers, searching for about 3 days. Must have sunk. Never did find it.

The main reason that you probably don't remember those exercise fish is that, because there was little to do to them to make them ready, they were normally tube-loaded as soon as they came aboard. They never really sat in the reload racks much. Don't you remember those,"TUBE LOADED EXERCISE SHOT" signs on the tubes most all the time?
